Joel Swisher, the new director of the Institute for Energy Studies at Western Washington University, stumbled across the institute by chance after his son enrolled at Western.

New trustee selected for Bellingham Public Library board

A new trustee has been appointed to the five-member board that governs and makes policy for the Bellingham Public Library system.
